FOR IMMEDIATE RELEASE Washington, D.C. — January 25, 2026
Move strengthens the convergence of technical standards and legal accountability as global institutions seek to regulate advanced artificial intelligence and algorithmic decision-making.
Rohan Sharma, a 2025 Aspen Institute Civic AI Leader and member of the U.S. Technical Advisory Group to ISO, has been appointed to the Association for Computing Machinery (ACM) Technology Policy Committee, where he will serve as a member of the Law Sub-committee. This appointment positions Mr. Sharma at the critical nexus of computing expertise and jurisprudence, where he will contribute to the formulation of non-partisan, scientifically grounded policy recommendations regarding the legal implications of autonomous systems, liability frameworks, and intellectual property in the era of generative AI.
The ACM Technology Policy Committee serves as the primary conduit between the world’s largest society of computing professionals and global policymakers, providing technical expertise to the U.S. Congress, the European Commission, and regulatory agencies. The Law Sub-committee is specifically tasked with addressing the friction between emerging technological capabilities and existing legal statutes, focusing on issues of algorithmic transparency, data sovereignty, and the enforceability of digital rights. Mr. Sharma’s selection underscores the increasing demand for governance architects who possess deep fluency in both technical standards—evidenced by his work with ISO/IEC JTC 1/SC 42—and executive risk oversight.
“The rapid deployment of autonomous technologies has outpaced the legislative frameworks designed to govern them,” stated Rohan Sharma regarding the appointment. “Effective governance requires more than reactive regulation; it demands a proactive architecture where legal statutes are informed by technical realities. My objective within the Law Sub-committee is to ensure that future policy instruments are computationally sound, legally robust, and capable of preserving institutional integrity in an automated age.”
Mr. Sharma’s work with the ACM will run parallel to his ongoing contributions to the World Economic Forum and the International Organization for Standardization (ISO). While his ISO mandate focuses on the technical quality and safety benchmarks for AI systems, his role within the ACM Law Sub-committee addresses the societal and legal consequences of those systems. This dual engagement places Mr. Sharma among a select cadre of experts influencing both the engineering specifications and the regulatory guardrails of the global AI ecosystem.
As governments worldwide, from Brussels to Washington, move to operationalize frameworks such as the EU AI Act and the U.S. Executive Order on Safe, Secure, and Trustworthy AI, the guidance provided by the ACM Technology Policy Committee is expected to play a decisive role in shaping judicial interpretation and legislative drafting.
“We are entering a period where the ‘black box’ nature of neural networks directly challenges traditional legal concepts of intent and causation,” Mr. Sharma added. “To maintain the rule of law in a digital society, we must translate complex algorithmic behaviors into clear, enforceable standards of accountability. That is the mandate of this committee, and it is a responsibility I take on with immense seriousness.”
